This is Turkish rally driver Süleyman Atay driving a Ford Escort Cosworth at what appears to be some kind of local rally some time in the mid ‘90s through early ‘00s, just judging by the car and the video quality.

That he managed to keep the car right side up is a testament to the quality of rally suspension, and the importance of luck in racing.
